PARIS — In an era when even kitchen appliances connect to the Internet, and cellphones have more memory and data processing power than a 10-year-old PC, artists are engaging ever more creatively with computers — or maybe vice versa.
As with video art in the 1960s and early digital work in the ’80s and ’90s, technological progress is providing not only an array of new tools for artistic creation, but also new sources of reflection and new subjects for social commentary. Out of it is emerging a new aesthetic inspired by YouTube and Google.

A global movement is hacking, subverting and critiquing the hardware, software, content, visuals — even the philosophy of the wired world.

Take Beige. A four-member U.S. computer programming art collective, Beige has built a reputation in the past few years by breaking into the code of old Nintendo game cartridges, and transforming them into animation artworks. Hijacked from its original purpose the famous, now-retro game platform becomes an abstract space where fluorescent squares float and bounce to the rhythms of electronic music.

Since 2000, when it first elaborated its basic technique, the collective has shown more durability than some of the technology it uses. Members have shown at prestigious events and galleries, including the Whitney Biennial for contemporary art in New York, the Institute of Contemporary Arts in London and the Guggenheim, New York.

Among Beige’s innovations is the exploitation of programming faults that cause a lapse in data transfer, leaving a pixellated effect known as a “residue” on the screen; this fault is used, and intentionally replicated, in several works.

“This is known as ‘glitch art,”’ said Paul Pieroni, co-curator of SEVENTEEN, a gallery in east London that has been a pioneer in showing technology-driven work in Britain. “It is essentially the aesthetization of a computer fault.”

In 2007, the gallery gave Paul B. Davis, one of Beige’s members, his first solo show. It has since held several shows for Mr. Davis as well as for other technology artists, including the New York duo John Michael Boling and Javier Morales and the Californian Eric Fensler.

“There is a new regime of aesthetics emerging out of technological practice,” Mr. Pieroni said. Datamoshing, also know as compression aesthetics, is an example: a recently developed form of glitch art, it manipulates compression frames, giving an overly pixellated appearance, he said.

Datamoshing was pioneered by Mr. Davis and two other artists, Sven Koenig and Takeshi Murata, in collaboration with Paper Rad, another influential new media collective. It has since been adopted by video directors including Nabil Elderkin, who used it in “Welcome To Heartbreak” by the rapper Kanye West.

The ubiquity of the Internet has radically changed the way we do the most basic things, Mr. Pieroni said: “Call it the ‘googlification’ of everything — YouTube is the perfect example: the sort of cultural content now readily available is simply mind-blowing and without precedent.”

Aleksansdra Domanovic, a Berlin artist, uses the Web to create on-line picture frames: On each site that she builds, she displays a single piece of conceptual art; her fellow Berliner Oliver Laric constructs pastiches of YouTube videos, mixing collages of YouTube footage that he then posts back to the site, as well as to his own. Mr. Boling and Mr. Morales, the New Yorkers, have brought the stretch-limo concept to Google, with a tongue-in-cheek pastiche — http://www.gooooooooooooooooooo ooooooooooooooooooooooooooooooooo ogle.com/.

“It’s comforting — in addition to seeing them provide a rigorous critique of the Internet age — to see artists catching on to these regimes in order to engage with the Internet on a purely visual level,” Mr. Pieroni said.

Technology-driven work often aims at social commentary as much as it aims at aesthetic effect, said Ceci Moss, senior editor of Rhizome, a nonprofit arts organization focused on information technology and affiliated with the New Museum of Contemporary Art in New York: “For some artists, their interest stems from an engagement with social or cultural questions linked to new technologies.”

One example is a Danish collective, Superflex, that has taken many of its ideas from the Open Source movement, Ms. Moss said. Open Source relies on programmers around the world who work collectively to improve and share software code like the Linux operating system.

Superflex’s 2005 project, “Copyshop,” designed like a real copy shop, allowed the free duplication and also the modification of texts and images in what the artists described as a calculated challenge to the idea of intellectual property.

“By encouraging the distribution of information in physical form, the artists hope to bring to light intellectual property issues that have become a major topic due to new technologies,” Ms. Moss said.

Collectif 1.0.3., a French artists’ group, explores the conservation of art works and knowledge through digital technology. Its computer system “Misma” — a French acronym meaning “intervention module for saving artistic methodologies” — generates digital maps.

The result is an abstract image that resembles Futuristic word art and that represents a coded record of its subject, which may be anything from a painting or a song to an entire library.

“The type of artwork being produced through technology can’t be compared to anything else, because, in many cases, it acts as a paradigm shift,” said Nils Aziosmanoff, director of Cube, a new media exhibition space in south-west Paris: “Some new piece of equipment comes by and it presents an entire new way of ‘telling a story.”’

How does General Motors, Sam L. Savage wonders, explain the pathetic performance of its crystal ball? When Americans started driving hybrids, GM was still pushing Hummers. Executives at the giant carmaker — fully aware of union contracts, presumably prepared for rising gasoline prices and economic uncertainty — drove straight into the ditch of bankruptcy.

"Probability management" is often mismanaged by business leaders, says Savage, a consulting professor of management science and engineering at Stanford University and a fellow at the Judge Business School at the University of Cambridge. Savage, who has performed probability studies for Royal Dutch Shell, set out to right statistical wrongs in his book "The Flaw of Averages."

The Information Age has transformed statistics into a vital field of study, yet Savage says many habits and practices have been slow to change from the "steam era statistics" of the Industrial Age.

Written for a business audience, "The Flaw of Averages" leavens the math with levity, even the occasional cartoon. Recently, Savage elaborated on his message in an exchange of e-mails with the Mercury News.

Q You take 391 pages to explain, as your subtitle puts it, "Why We Underestimate Risk in the Face of Uncertainty." What's the short answer?

A When you plug the average of some uncertainty (future sales, prices, interest rates, etc.) into a spreadsheet you will generally
NOT get the average value of the output (profit, cost, return on investment etc.). This has been known by mathematicians for a century as Jensen's Inequality, and with a name like that, no wonder no one has heard of it.

In 1999 I came up with a better name, the Flaw of Averages, and figured it would be a great book title. But as I began to write, I realized that the Flaw of Averages ensures that everything is behind schedule, beyond budget and below projection. Who wants to read a "feel bad" book without a happy ending? Then, starting in 2005, working with colleagues at Cambridge University and Royal Dutch Shell, a cure for the Flaw of Averages began to emerge. With a happy ending in hand, I had the motivation to finish the book.

Q The Information Age has created a blizzard of data, but search technologies help people navigate the information. What is your impression of society's adaptation to the Information Age?

A A blizzard is a good analogy. If you focus on the individual snowflakes, you'll go nuts. It takes statistical thinking to make out what the storm is doing as a whole. For example, although you will never know what all zillion snowflakes in the blizzard are doing, you can learn a lot by sampling 1,000 of them.

Some people are very sophisticated about statistics. Netflix predicts what kinds of movies you like, Google guides you to the Web site you wanted and researchers design vaccines to save us from the next big epidemic — all with statistics.

But most people are still plugging single average numbers into their spreadsheets and are stuck in the 20th century. A central facet of our cure for the Flaw of Averages is a new computer data type that squeezes thousands of numbers instead of just one number into the single cell of a spreadsheet, like a genie into a bottle. It is called the Distribution String, or DIST, and was developed in collaboration with Oracle, SAS Institute and Frontline Systems. It helps you think about your thousand sample snowflakes in terms of a single super snowflake.

Q What are the most common ways people foolishly apply the law of averages? Is it the faith placed in "average returns" on retirement portfolio?

A Plenty of people have been caught off base by the Flaw of Averages in investing, but here is an example that is closer to home. Imagine that both you and your wife are right on time for appointments, on average.

When you go somewhere together, however, you will be late, on average. Why? If we model being early or late for each of you by flipping a coin (heads is early, tails is late), then the only way you will not be late as a couple, is if neither of you is late. This is like flipping two heads in a row, or one chance in four. Now expand this to a big industrial project with thousands of tasks, and you can imagine the implications.

Q Have you ever caught yourself making such errors?

A Many times. The first was in 1989, when I was planning a lecture on combined uncertainties and had a clear idea of the result. I then created a very simple simulation in Lotus 1-2-3 with random numbers, which gave the opposite of the answer I expected. I thought to myself: "Whoa! If a management science professor doesn't get this stuff, how about the rest of the world?" It was like a light bulb going on, which has motivated me ever since.

Q Statistics used to seem like a grim pursuit for creating actuarial tables. Now the Information Age has made it a hot, lucrative field — even "dead sexy," as one blogger put it. What's your opinion?

A The theory of probability and statistics is powerful and elegant. But then again, so is the steam locomotive, and they were developed around the same time. Although we no longer teach steam locomotion, most college courses, including many at Stanford, still teach steam-era statistics. Instead of "dead sexy," I would call it "just plain dead." Stanford, however, is also a prominent center for computational statistics, which uses the brute force of computers to solve problems, rather than arcane formulas. This leads to a much more visual and interactive approach to statistics that I do find sexy.

Q So do statisticians have surefire pickup lines?

A Although I don't have a surefire pickup line for a statistician, I can provide a long list of things they could say that would have the opposite effect.

Doing business in Egypt eases as the country increases its global
competitiveness



CAIRO, Sept. 10 /PRNewswire/ -- Despite tough economic conditions, Egypt is
continuing to strengthen its position not only as one of the world's leading
outsourcing destinations but also as a successful business location.

Reports published this week by the World Economic Forum and the World Bank
reveal that Egypt is becoming an increasingly competitive and growing economy.
It is also proving easier for local and multinational companies to set up
business operations in the country.

The recent reports seem to be consistent with the positive developments
witnessed by the Egyptian economy especially in the ICT sector where
multi-nationals like IBM, CISCO, Google, and HSBC have opted for utilizing the

In the IFC-World Bank Doing Business 2010 report, Egypt has risen sharply from
116th to 106th in the ranking on the ease of doing business, driven by
regulatory reforms that have made it easier to start and operate a business in

The report highlights that governments in the Middle East and Africa are
reforming at a rate similar to those in Eastern Europe and Central Asia and
Egypt was highlighted as one of the region's most active reformers. In the
past year, Egypt's reforms have made it easier to start a business, deal with
construction permits, secure credit and enforce contracts.

Over the past five years, Egypt has implemented at least 19 reforms covering
the areas measured by the report. Some of the reforms implemented include a
cut in the personal tax rate from 32 percent to 20 percent; the halving of
corporate tax from 42 percent to 20 percent and the simplification of tariffs.


Egypt has also jumped 11 places in the World Economic Forum's Global
Competitiveness Report 2009/2010 as a result of the recent liberalization
efforts in the country. Egypt is now 70th in the rankings, up from 81st in
2008/2009. The World Economic Forum attributed the improvement in Egypt's
ranking to the upgrading of its infrastructure across all categories and to
positive developments related to labor market efficiency.

One of Egypt's biggest growth areas is the communications and information
technology sector, which grew by 14.6 percent in the fiscal year to June 2009.
Reductions in piracy levels, introduction in e-signature law and
anti-corruption initiatives have seen Egypt establish itself as one of the
